Changsha releases new property fee regulations, vacant houses to implement a tiered discount system

On February 28, the Changsha Development and Reform Commission, the Housing and Urban-Rural Development Bureau, and the Market Supervision Administration jointly issued the "Notice on Regulating Property Service Charge Management." The notice will take effect on March 1, 2025, and will be valid for five years. The notice states that when owners pay property service fees for vacant houses that have completed the handover procedures but are not occupied or used, a tiered discount on property service fees will be implemented. Specifically, from the month following the concentrated handover date specified in the property service contract and handover announcement, if the house remains vacant continuously until the 24th month, the property service fee will be charged at 70% of the property service fee standard; from the 25th month of vacancy until the end of the vacancy period, the property service fee will be charged at 90% of the property service fee standard
