Qingdao Rural Commercial Bank Co., Ltd. (hereinafter referred to as QRCB) recently announced key personnel changes.
According to the announcement, QRCB held the 17th interim meeting of the fifth board of directors on February 3. The meeting reviewed and approved two key proposals, among which the proposal to appoint Liang Yanbo as the chairman of the company is particularly noteworthy.
Information shows that Liang Yanbo has worked in the Shandong rural credit system and is very familiar with banking practices. Previously, he was appointed as the party secretary of QRCB in early December last year, laying the foundation for this handover.
This personnel adjustment also means that QRCB has finally preliminarily determined its &#34;helmsman&#34; after several months of &#34;waiting.&#34; Of course, this appointment is still subject to approval from the Financial Regulatory Administration.

The announcement shows that 11 directors were supposed to attend this board meeting, and all 11 were present. The meeting unanimously approved the proposal on &#34;the election of the chairman of the fifth board of directors of Qingdao Rural Commercial Bank Co., Ltd.&#34; with 11 votes in favor, 0 votes against, and 0 abstentions.
As a result, Liang Yanbo will succeed the previous acting chairman, President Yu Fengxing.
At the same time, the meeting also reviewed and approved the proposal on &#34;adjusting the members of the strategic planning committee of the fifth board of directors,&#34; and with Liang Yanbo assuming the chairmanship, changes also occurred in the relevant professional committees.

According to the resume disclosed in the announcement, Liang Yanbo is a senior manager who has grown within the Shandong rural credit system. He has served as the party secretary and chairman of Boshan Rural Commercial Bank, a member and deputy director of the party committee of the Heze Audit Center of the Shandong Rural Credit Cooperative Union, the party secretary and chairman of Zaozhuang Rural Commercial Bank, and the party secretary and chairman of Jinan Rural Commercial Bank.
Liang Yanbo's career has almost entirely been within the rural commercial bank system in Shandong Province, from being the head of a county-level institution to the &#34;helmsman&#34; of a provincial rural commercial bank, accumulating rich experience. This may be the reason why relevant parties appointed him to this important position as chairman of QRCB.

With Liang Yanbo officially taking over as chairman of QRCB, this rural commercial bank with assets exceeding 500 billion yuan has finally welcomed a clear helmsman after a personnel transition period.
What lies ahead for Liang Yanbo is not only the label of &#34;the youngest chairman of A-shares&#34; but also a performance report card that urgently needs revitalization—the QRCB he took over has recently faced continuous pressure on revenue, asset quality issues, and a high non-performing loan ratio, making its performance one of the worst among the listed banks that have disclosed performance information so far.
According to QRCB's third-quarter report data, the operating income for the first three quarters of 2025 was 8.028 billion yuan, a year-on-year decline of 4.92%, and the decline is showing a trend of expanding quarter by quarter (Q1 slightly increased by 0.99%, Q2 turned negative, Q3 saw a further decline).
This contrasts sharply with the rebound trend where the company achieved double-digit growth in revenue and net profit in 2024.

In addition, the non-performing loan ratio of QRCB is also a major issue waiting to be resolved.
The third quarterly report shows that as of the end of September 2025, the non-performing loan amount of QRCB was 4.65 billion yuan, a decrease of 131 million yuan compared to 4.781 billion yuan at the end of 2024, with the non-performing loan ratio dropping from 1.79% in 2024 to 1.73%.
Although QRCB has been continuously resolving non-performing assets in recent years, as of the end of the third quarter last year, the company's non-performing asset ratio still ranked first among A-share rural commercial banks (based on third quarterly report data).
Furthermore, as the first shareholding commercial bank in Shandong Province restructured and integrated from the city's rural credit cooperatives, QRCB not only faces the overall industry challenge of narrowing interest margins and transformation but also needs to find a differentiated positioning and optimize asset acquisition methods amid fierce industry competition within Shandong Province, especially in the Qingdao area, to achieve high-quality growth.
