The Secretary for Labour and Welfare, Sun Yuhan, stated during a media meeting after attending a television program last Saturday (April 4) that the Transport Department has instructed KMB to immediately investigate the cause of the malfunction of the fare rebate machine that occurred last Friday (April 3) and to submit a report on the incident as soon as possible. He emphasized that if there is a minor error in the rebate amount, KMB will bear the full cost, meaning there is no loss to public funds.

Sun Yuhan mentioned that the "two dollars two discounts" is not a transportation policy, but rather an overall transportation service arrangement based on existing transportation policies, allowing the current 2.67 million citizens, primarily "old friends," including about several hundred thousand disabled individuals, to enjoy the "two dollars two discounts" benefit when traveling.

He also pointed out that the number of passengers affected by KMB's system failure and the amount involved will only be known after KMB submits the report to the Transport Department.
