According to NS3.AI, last-minute amendments to the bill secured the support of two Democratic senators but also sparked concerns regarding the oversight of decentralized finance (DeFi). The updated legislation removed previous protections for non-controlling blockchain developers, potentially allowing regulators to classify certain protocol participants as securities intermediaries if they are perceived to be collectively controlling a protocol. The bill will now proceed to merge with the version from the Senate Agriculture Committee before being presented for a full Senate vote.
