Trump said "self-regulation is very important" as the companies agreed to a voluntary AI safety framework rather than new binding federal rules.

The framework includes internal controls for model development, outside reviews, and board-level oversight of AI safety. Trump described the agreement as morally binding, although it does not carry the force of federal law.

AI Regulation Remains a Key Issue for Tech Stocks

From an AI sector perspective, the regulatory direction is important because tougher AI rules could raise compliance costs, slow product releases, or limit how companies deploy advanced models. Trump's approach instead favors industry-led safeguards alongside enforcement of existing laws. A June executive order also directed federal agencies to focus on illegal uses of AI, including cyberattacks and data theft, while avoiding what the administration describes as unnecessary restrictions on development.

The approach, however, remains contested. Anthropic's Amodei has called for stronger safeguards around increasingly capable AI systems, while Nvidia's Huang has argued that safety problems can be addressed largely through engineering and industry tools. Nvidia this week released an open-source security platform designed to limit potentially harmful actions by autonomous AI agents.

The next question for Nvidia, Meta, Alphabet, and other AI-linked stocks is whether voluntary standards remain the main U.S. framework or Congress eventually imposes binding requirements. For now, the administration's stance keeps the regulatory environment relatively supportive of rapid AI investment, but the industry's own safety controls are likely to receive greater scrutiny as AI systems become more capable.
