Tesla (TSLA, Financials), is facing fresh scrutiny over its Full Self-Driving system after a Belgian road-safety group found repeated speed-limit violations during tests in Brussels.

Johanna.be tested FSD across roughly 400 kilometers over three days in July, focusing on 30 km/h zones, residential roads and cycle streets. In the tested 30 km/h areas where FSD exceeded the limit, the system averaged 44 km/h.

The group also found FSD exceeded the 20 km/h limit in 42% of the residential areas it tested. In some cases, the system correctly recognized a 30 km/h sign but then showed a 50 km/h limit to the supervising driver.

The findings were not entirely negative. Johanna.be said FSD generally acted cautiously around pedestrians and cyclists and often yielded proactively. Still, the reported speed violations and attempted overtakes could raise questions about how the system handles local traffic rules.

The group submitted its findings to Dutch regulator RDW and the Flemish transportation ministry on Sept. 7. The report comes ahead of a planned Oct. 6 EU vote on wider approval of Teslas FSD Supervised system.

The next catalyst is the EU review, along with any response from regulators to the Belgian test results.
