Việt Nam has launched the Vietnam Mergers & Acquisitions Association (VMAA), the first specialized organization in the sector, to support corporate restructuring and attract strategic capital. The National Assembly of Vietnam has adopted a medium-term public investment plan for 2026-30, aiming to enhance infrastructure, sustain growth, and improve social welfare. The plan targets public investment to account for 20-22% of total social investment, with a goal of 40% of social investment to GDP. The total public investment capital is set at VNĐ8.22 quadrillion (approximately US$312 billion), with a focus on key priorities and a reduction of projects by at least 30% compared to the previous period. The government is tasked with guiding capital allocation and ensuring effective implementation.

National Assembly adopts medium-term public investment plan for 2026-30

The State Bank of Vietnam (SBV) has proposed allowing foreign credit institutions to use accounts at Vietnamese banks for international payments and money transfers. This proposal is part of a draft amendment to existing regulations, aiming to address gaps in current laws due to rapid changes in international trade and digital finance. The amendment seeks to clarify the use of foreign currency and Vietnamese đồng accounts by foreign banks and simplify the verification process for non-resident income sources. The draft is currently open for public comment.

The State Bank of Vietnam reported over 3.7 million alerts issued through the SIMO system, leading to 1.2 million transaction cancellations worth approximately VNĐ4.17 trillion (US$158.12 million). Banks are implementing advanced fraud detection systems and real-time warnings at branch counters. New regulations require stricter monitoring of high-value transactions and compliance with safety protocols. By the end of Q1 2026, the interbank electronic payment system processed nearly VNĐ130 quadrillion, reflecting a 70% year-on-year increase.

Moody’s lifts Việt Nam’s outlook to "positive" on reform drive

Total registered foreign investment in Vietnam reached $18.24 billion as of April 27, marking a 32% year-on-year increase. This includes 1,249 new projects with a registered capital of $12.15 billion, primarily in manufacturing and processing, which attracted $8.12 billion. Realized foreign investment was estimated at $7.40 billion, the highest in five years. Singapore led foreign investments with $6.05 billion, followed by South Korea and China. Notably, capital contributions and share purchases rose by 61.9% to $2.96 billion.

- As of April 27, 2026, Vietnam's total foreign investment registered amounts to 18.24 billion USD, marking a 32% year-on-year increase.  
- The manufacturing sector leads with 8.12 billion USD, while the electricity, gas, and water sectors follow with 2.31 billion USD.  
- Notably, Singapore tops the investment sources with 6.05 billion USD, representing 49.8% of the total foreign investments in the first four months.
